LOCAL GOVERNMENT COMMUNITY ASSISTANCE PROGRAM (CAP)

    STW's CAP Program assists local governments to enhance skills and competencies of officials through technical assistance and training programs. 
    Technical assistance takes us in many directions from providing contacts or publications to helping with issues, giving hands-on assistance, and baisc things such as talking and/or meeting with municipal officials.     
    Training is provided in Feburary: a Powers & Duties Training Session for newly elected and incumbent officials; in May at the Local Government Conference held at Houghton College providing four tracks, 11 classes per track for clerks, board members, highway superintendents, code enforcement officers, water operators, justices, court clerks, and planning and zoning board members; and in the Fall -  Planning and Zoning Training.
    Records Management is also offered through the CAP Program.  STW began working with records management in 1990 as a coordinator and grant writer for cooperative NYS Archives Local Government Records Management Improvement Fund grant applications within Allegany, Cattaraugus, and Chatuauqua Counties.  STW can provide hands-on assistance in records inventory, disposal, and reorganization.


CAP Membership
    Municipalities within Allegany, Cattaraugus, and Chautauqua Counties can become a CAP member to help support the Local Government Program.  Membership costs $150 per year, which gives the participating municipality discounted prices for training, a listing on the Southern Tier West website, a one-page listing of basic government information and municipal domain name, and a certificate of appreciation.
    Other options once you have the basic membership include website design $250 one time fee (an interactive website will be created by STW staff with input and information provided by the muncipality; STW will host the website and obtain the URL); website maintenance $150 per year (for those who already have an interactive website created by STW and want to continue updating information on your site); records management $200 per day (STW provides records management assistance that may include inventory, re-boxing, labeling, storage oranziation, file management, etc.)


Corporate Sponsorship
    This program was created to allow our partners utilization of marketing through STW to a targeted market both in terms of product and personal contact.  This approach allows STW not only to help our local governments by putting them in contact with vendors day-to-day vital operations, but also allows us to market our local businesses in such a manner as to encourage regional cooperation at the municipal business level.  Sponsorship is offered through two options: Corporate Sponsors and Corporate Supporters.
    Corporate Sponsors pay a yearly fee of $1000, which includes 3 free resigtrations to STW training events; free reserved exhibitor space at STW training events; advertisement in training materials; a link to your website off the STW website, and recognition in STW's Annual Report.  Corporate Supporters pay a yearly fee of $275, which includes a reduced exhibitor price of $250 at STW training events; advertisement in training materials; and a link to your website off the STW website.
