PROGRAM AREAS










LOCAL GOVERNMENT & COMMUNITY SERVICES PROGRAM
The mission of the Local Government and Community Services Program is to enhance the skills and competencies of local government officials with technical assistance and training programs.

Southern Tier West hosts two conferences yearly, which include the Local Government Conference and the Fall Planning & Zoning Conference.  A Powers & Duties Training Session is held in February each year for newly elected and incumbent officials.

Technical Assistance
Technical assistance takes us in many directions from providing contacts or publications to help with issues, planning and zoning information, grant searching, hands-on assistance in records management, and basic things such as talking with highway superintendents, clerks, or supervisors about problems and solutions.

$150: BASIC MEMBERSHIP

$250 one-time fee: WEBSITE DESIGN
An interactive website will be created by STW staff with input and information provided by the municipality. Sarah will meet with you to determine your needs and design ideas. STW will host the website and obtain the URL.

$150 per year: WEBSITE MAINTENANCE
For those of you who already have an interactive website created by STW and want to continue updating information on your site - this option is for you.

$400 per year: COMMUNITY GIS
This includes 16 hours technical assistance, which can include data collection. The STW GIS Department is currently providing FULL GIS capacity (software, data, expertise) to local governments on a case-by-case basis.  See www.communitygis.com for a sample of the program.


$200 per day: RECORDS MANAGEMENT
STW provides records management assistance that may include inventory, re-boxing/labeling, storage organization, file management, etc.

Corporate Sponsorship
This program was created to allow our partners utilization of marketing through STW to a targeted market both in terms of product and personal contact. This approach allows STW not only to help our local governments by putting them in contact with vendors day-to-day vital operations, but also allows us to market our local businesses in such a manner as to encourage regional cooperation at the municipal and business levels. Membership is offered with two options: Corporate Sponsors and Corporate Supporters.

Records Management
Records Management Services make up approximately 33% of the Local Government Program. STW began working with records management in 1990 as a coordinator and grant writer for cooperative NYS Archives Local Government Records Management Improvement Fund grant application within Allegany, Cattaraugus, and Chautauqua Counties. STW has submitted and worked on 38 cooperative grants in our three counties since 1990, bringing $850,000 into southwestern New York. These funds have helped 140 local governments, fire and school districts to organize, dispose, preserve, microfilm, or image local governments records. As part of this program, STW can provide hands-on assistance in records inventory, disposal, and reorganization.
