The Southern Tier West Regional Planning  & Development Board is a unit of government created by a resolution of the County Legislatures of Allegany, Cattaraugus, and Chautauqua Counties.  Southern Tier West is headquartered in Salamanca (Cattaraugus County).  Serving Allegany, Cattaraugus, and Chautauqua Counties, the mission of Southern Tier West is to help coordinate and enhance planning and development activities in three Counties, so as to promote social, physical, and economic development in these counties. 

Southern Tier West adopted the region's first
Regional Transportation Strategy in 2009 with input from all levels of government in the region.  This study focused on the areas of economic development, safety, security, increased accessibility of mobility options, environmental stewardship, enhancing connectivity between modes of transportation, preservation of existing transportation systems, as well as promoting consistency and coordination of transportation improvements at state and local levels.

The primary focus of the Mobility Management Program is coordination and facilitation on a regional basis.
  The regional program builds upon planning and coordination that has been developed in  each county through their  Coordinated Public Transit-Human Services Transportation Plans.

The Program originated from discussions in 2008 that were convened for the purpose of gathering information for the 2009 STW Transportation Strategy.  As a result, all three counties voiced the need for improved transportation services and coordination in the region.   The overall idea was to bring all the transportation providers from the region together to share ideas and experiences.   These efforts  helped educate regional officials in the growing needs for mobility options, especially for older adults and people without access to an automobile in the region.
